Medical Faculty of the NEI "Medical-Social Institute of Tajikistan" was established as a structural educational and scientific unit of the institution on September 1, 2020, in accordance with the requirements of the normative legal acts of the Republic of Tajikistan, including Clause 118 of the “Model Regulations on Institutions of Higher Professional Education,” Subclause 14.1, and Clause 93 of Chapter 11 of the Charter of the Non-State Educational Institution "Medical-Social Institute of Tajikistan."
This faculty is the first and one of the key structural units of the institute, playing a decisive role in the formation and development of a unified educational, scientific, and methodological environment within the institution. From its establishment until January 10, 2021, the faculty was headed by Talabov Odina Davlatovich. Since January 2021, the faculty has been led by Candidate of Sciences, Rizoieva Gulnora Ikromovna.
Gulnora Ikromovna Rizoieva was born on April 14, 1982, in the Temurmalik district of Khatlon region, into an intellectual family. In 1989, she enrolled in Secondary School No. 18 and graduated with honors in 1999. During her studies, she demonstrated high academic performance and social activity, becoming one of the first recipients of the Presidential Scholarship among students of the district’s educational institutions.
In 1999, under the presidential quota of the Republic of Tajikistan, she entered the Faculty of Pharmacy at the Tajik State Medical University named after Abu Ali Ibn Sina, graduating with honors in 2004 with a degree in Pharmacy.
She began her professional career in the pharmaceutical field, holding managerial positions in several production and commercial organizations. In particular, from 2005 to 2006, she worked as Deputy Head of Pharmacy, Branch No. 5 of LLC “Dorui Tojik”; from 2006 to 2008, as Head of Pharmacy, Branch No. 2 of the joint venture “Tajik Ajanta Pharma Limited”; from 2008 to 2010, as Head of Pharmacy, Branch No. 10 of LLC “Capital”; and from 2010 to 2012, as Head of Pharmacy, Branch No. 1 of LLC “Shakhrom 2010,” which contributed to the development of her managerial and professional competencies.
To improve her qualifications and communication skills, she studied from 2013 to 2015 at the International University of Central Asia in an English language program, receiving four corresponding certificates. From 2016 to 2019, she obtained her second higher education at the Tajik State Pedagogical University named after Sadriddin Aini, specializing in “English Language Teaching” (part-time), graduating with honors.
She began her teaching and research activities at the Tajik State Institute of Languages named after Sotim Ulughzoda, where she worked as an Assistant at the Department of Theory and Practice of Translation (2015–2016), Assistant at the Department of Romance-Germanic Languages (2016–2018), and then as Senior Lecturer at the Department of Theory and Practice of Linguistics (2018–2019). Simultaneously, she taught pharmacology and pharmaceutical technology at the Medical-Social College of Dushanbe as an adjunct lecturer.
From 2019 to 2020, she held the position of Dean of the faculties of “Pharmaceutical Affairs,” “Dentistry,” and “Dental Technology.” Since February 2020, she has been serving as Dean of the Medical Faculty of the Non-State Educational Institution "Medical-Social Institute of Tajikistan."
Alongside her administrative and teaching duties, she is actively engaged in scientific research. On February 23, 2021, she successfully defended her PhD dissertation at the Joint Dissertation Council at the Institute of Language and Literature named after Abuabdullo Rudaki of the National Academy of Sciences of Tajikistan, specializing in 10.02.19 — Theory of Language, on the topic “Address as a Type of Reality in Language and Linguistic Culture.”
To improve her pedagogical and psychological competencies, she attended professional development courses in “Pedagogy” and “Psychology” from November 15 to 27, 2021.
Currently, in addition to fulfilling administrative duties, she teaches pharmacognosy, pharmacology, pharmaceutical technology, and English, and is working on her doctoral dissertation. She is the author of one monograph, two teaching manuals, six curricula, and more than 28 scientific research articles, contributing to the development of her professional field.
In 2025, she successfully graduated from the Faculty of Public Administration at the Academy of Public Administration under the President of the Republic of Tajikistan.
During her professional career, she has received numerous state and departmental awards, including the badges “Excellence in Health of the Republic of Tajikistan” (2016), “Excellence in Press of the Republic of Tajikistan” (2019), and “Excellence in Education and Science of the Republic of Tajikistan” (2020), as well as multiple certificates of honor from state authorities and educational institutions.
The Dean’s Office of the faculty, as an important link in the management system of the higher education institution, operates on the principles of scientific rigor, systematicity, transparency, and efficiency. Its main functions include planning, organizing, coordinating, and controlling the educational, upbringing, and scientific-methodological processes. In addition, the Dean’s Office ensures regular monitoring of the quality of education, student performance, compliance with academic discipline, departmental activities, as well as the development of internal and international cooperation.
The Medical Faculty is focused on training competitive healthcare professionals with deep theoretical knowledge, practical skills, and professional competencies that meet modern national and international standards of higher education.
The faculty has shown a steady positive growth in student enrollment. In the 2020–2021 academic year, the total number of students was 166, whereas in the 2025–2026 academic year, this number reached 1,750, indicating a significant increase in students enrolled in the “General Medicine” program.
The faculty also demonstrates an internationalized educational environment: currently, 406 foreign students from 8 countries are studying here, including 374 students from the Republic of India, 26 from the Federal Republic of Nigeria, and one student each from the Republic of Malawi, the Republic of the Philippines, the People’s Republic of Bangladesh, the Republic of Sudan, the United Republic of Tanzania, and the Kingdom of Saudi Arabia. This reflects the international appeal and competitiveness of the faculty.
Graduates of the faculty are awarded the qualification of “Specialist” in General Medicine upon completion of their studies. The program is full-time and lasts 6 years, in accordance with national and international standards of higher medical education.
The educational program is implemented based on the principles of sequential learning and interdisciplinary integration. At the initial stages, students study fundamental natural sciences and medical-biological disciplines, including chemistry, physics, biology, anatomy, histology, biochemistry, and physiology. At later stages, they transition to specialized clinical disciplines such as ophthalmology, otorhinolaryngology, surgery, internal medicine, obstetrics and gynecology, neurology, infectious diseases, oncology, phthisiopulmonology, urology, and others.
A key feature of the educational process is the early integration of students into scientific research. From the first year, students have the opportunity to participate in the work of the Student Scientific Society, fostering research, analytical, and critical thinking skills.
At the end of the sixth year, students undergo the state final certification in the form of a state exam, conducted in accordance with national and international standards of higher medical education, aimed at comprehensively assessing graduates’ professional readiness.
Overall, the faculty’s activities are aimed at training highly qualified medical personnel, taking into account modern labor market requirements, developments in medical science, and the implementation of innovative educational technologies.
